Ghana.Gov platform operated without contract under Akufo-Addo – Sam George

The Minister of Communications, Digital Technology and Innovations, Samuel Nartey George, has revealed that the Ghana.Gov digital platform was operated for years under the Akufo-Addo administration without any formal contract—despite tens of millions of Ghana cedis being paid to private companies each month.

Speaking at the Government Accountability Series in Accra on Friday, August 1, the Minister described the situation as a gross breach of procurement and financial regulations, stating that the Mahama-led administration has since halted all payments related to the platform until due process is followed.

“The Ghana.Gov platform has run under the previous administration of President Akufo-Addo without a contract. Millions of Ghana cedis—in fact, tens of millions—were paid every month to companies without a contract,” he said.

He explained that this lack of contractual agreement raised serious concerns about accountability and value for money, prompting the current administration to freeze all financial disbursements tied to the platform.

“We have put an end and a stop to that. Since President Mahama came into office, not a pesewa has been paid on that because we cannot keep paying for a project that has no contract,” the Minister stressed.

Sam George also disclosed that the Ministry has since undertaken a comprehensive redesign of the Ghana.Gov platform. The new version of the portal, which will be launched in the fourth quarter of 2025, is being developed in close collaboration with the Ministry of Finance.

“We are currently at the Public Procurement Authority seeking clearance to proceed with a public tender,” he added, underscoring the government’s renewed commitment to transparency, competitive procurement, and digital transformation.

The Ghana.Gov platform, originally launched as a one-stop digital portal for government services and payments, is expected to play a key role in the country’s digital governance agenda. The upcoming relaunch aims to restore public trust while ensuring proper legal and financial frameworks are in place.
