Cybele Energy Ltd., led by President Ms. Beatrice Mensah-Tayui, has made history by becoming the first African company to be awarded an oil block in Guyana after securing the Petroleum Exploration Licence for Shallow Water Block S7.
The agreement was officially signed at a ceremony held at the Pegasus Hotel in Georgetown on Tuesday, November 9, marking a major milestone for Ghana, the African continent, and Africa–Caribbean relations.
The achievement also positions Cybele Energy as the first African operator to hold such a licence anywhere in South America and the Caribbean, following checks conducted by Africa Legal Associates (ALPi Ghana), legal counsel for the company.
According to ALPi Ghana, the development represents a major boost for African enterprise—particularly African women in global leadership—while strengthening the fast-growing economic and diplomatic ties between Ghana and Guyana.
“Working with Ms. Mensah-Tayui and her committed team over the years has been an enriching experience, and we look forward with optimism to the next phase of exploration and development on Block S7,” said Ms Nana Adjoa Hackman, Managing Partner of ALPi Ghana.

The signing marks a major victory for Africa’s presence in the global oil and gas industry, with exploration activities expected to begin soon.
