The National Union of Ghana Students has petitioned the Rent Control Commission, calling for urgent intervention and strict enforcement of rent laws to address rising hostel accommodation costs across tertiary institutions.
In a letter dated April 23, 2026, and addressed to the Rent Control Department under the Ministry of Works and Housing, NUGS raised concerns over what it described as arbitrary and exploitative pricing of hostel facilities, particularly by private operators around university campuses.
The Union noted that in recent academic years, students have faced persistent and unjustified increases in hostel fees, often imposed without adherence to the Rent Act, 1963 (Act 220), and without consideration for the financial challenges of students and their families.
According to NUGS, many students are compelled to pay rent advances exceeding six months to one year, contrary to provisions of the law. It also cited cases of unilateral rent increments without proper notice, absence of tenancy agreements, and unfair treatment of student tenants.
The Union warned that the situation is creating financial strain and uncertainty, with some students at risk of displacement, thereby undermining access to education.
NUGS is therefore urging the Rent Control Commission to investigate hostel pricing structures nationwide and enforce compliance with existing rent laws, particularly regarding advance payments and lawful procedures for rent increases.
The Union further called for sanctions against property owners and hostel operators found to be in breach of the law, as well as the establishment of clear guidelines for hostel pricing and tenancy arrangements specific to student accommodation.
It also appealed for strengthened monitoring and enforcement mechanisms, and the creation of accessible channels for students to report grievances without fear of victimisation.
NUGS expressed confidence that decisive action by authorities would help restore fairness and protect student tenants while reinforcing adherence to the rule of law in the rental housing sector.
The petition was signed by NUGS President Rashid Ibrahim and General Secretary Benedict Amelorku, and copied to the Ministry of Works, Housing and Water Resources.
