People’s Pension Trust introduces FlexiPension to deepen informal sector pension coverage

People’s Pension Trust (PPT), in partnership with MTN Mobile Money FinTech Limited, has launched FlexiPension, a voluntary pension product aimed at expanding retirement savings coverage among Ghana’s informal sector workforce.

The product seeks to address the low pension participation rate among informal sector workers, who account for about 80% of Ghana’s labour force.

Speaking at the launch, Chief Executive Officer and Managing Director of People’s Pension Trust, Issaka Ibrahim, said the introduction of FlexiPension aligns with the company’s objective of making retirement savings accessible to all workers, regardless of income level or occupation.

“We were told the informal sector was too fragmented, too unpredictable, and too challenging to serve. We were told that people without regular incomes could not meaningfully participate in pensions. Every time we heard those arguments, we returned to the same conviction. That is precisely why it must be done. Today, we gather not simply to launch a new product.

“We gather to take another significant step toward solving one of Ghana’s greatest social and economic challenges – ensuring that every working Ghanaian, regardless of occupation or income level, has a realistic pathway to retirement security. That is what FlexiPension represents,” he said.

Senior Manager for BankTech at MTN Mobile Money FinTech Limited, Yaw Sefa, assured customers of the security of the platform, highlighting the company’s commitment to safeguarding contributors’ funds and transactions.

“Security is quite key for us and it is also something that is important for all customers, too. Customers want to ensure that their funds are secure and whatever platform that they use to access financial services is also secure. That is one important aspect of our work over here, where we ensure that every single product that we roll out, either ourselves or with a partner, is tight in terms of security. So that is paramount to us,” he said.

Director of Planning, Research, Monitoring and Evaluation at the National Pensions Regulatory Authority (NPRA), Philemon Laar, who delivered remarks on behalf of NPRA Chief Executive Officer Christopher Boadi-Mensah, noted that despite pension assets under management surpassing GH¢100 billion, participation among informal sector workers remains relatively low, with only about 1.2 million enrolled onto pension schemes.

He commended People’s Pension Trust and its partners for introducing a product designed to respond to the realities of informal sector employment and income patterns.

“It is against this backdrop that I commend People’s Pension Trust. PPT did not wait for the problem to solve itself. They built FlexiPension around the lived financial realities of our people, their irregular incomes and mobile-first lives. FlexiPension demands nothing an informal worker cannot give. No minimums, no maximums. You save daily, weekly, or whenever you can, and your mobile money wallet handles the rest.

“When PPT brought this product to the NPRA, we engaged rigorously and granted our formal No Objection in June 2025. We did so because this is more than a commercial venture; it is a project of national importance. PPT has proven that doing good and doing well are not in conflict,” he stated.

FlexiPension operates under the NPRA’s Tier 3 voluntary pension framework and received the regulator’s No Objection approval in June 2025.

The product leverages MTN Mobile Money infrastructure to enable contributors to make pension contributions directly from their mobile wallets.

The scheme has no minimum or maximum contribution requirement, allowing members to determine both the amount and frequency of their contributions. Under its defined contribution structure, each contribution is split equally between a Savings Account and an Investment Account.

Members are entitled to investment returns on their accumulated contributions and can access savings balances after six months, while also benefiting from retirement, incapacitation and death-related pension benefits.
