Road contracts to face stricter Value for Money checks — Kwakye Ofosu

The government says the newly established Value for Money Office will play a key role in tightening oversight of road projects, particularly those procured through single-source arrangements, as part of broader efforts to improve efficiency and accountability in public spending.

The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, said the office will assess major road projects to ensure they are economically justified, properly costed, and deliver maximum benefit to taxpayers before approval.

Speaking at the Government Accountability Series on Monday, June 15, he explained that the framework is intended to address concerns about value for money in large-scale infrastructure spending, especially in the road sector, which accounts for a significant portion of public capital expenditure.

“In accordance with the Value For Money Office Act 2026, all public sector single source contracts above the determined threshold must go through the Value For Money office and obtain a Value for Money certificate before the contract is awarded. All public sector single-source contracts above the determined must be submitted for cabinet approval before the contract is awarded.”

According to him, the reform is aimed at ensuring that urgent infrastructure projects do not bypass technical scrutiny, even where accelerated delivery is required.

He added that the office will conduct rigorous assessments to determine whether proposed road projects are cost-effective and aligned with national development priorities.

The move is expected to have direct implications for road construction, rehabilitation, and emergency works, which have often been procured under expedited processes due to their time-sensitive nature.

However, he stressed that the system will be carefully implemented to avoid slowing down project delivery, especially in cases where urgent road works are needed to address deteriorating transport networks or disaster-related damage.

The regime, he said, will also require procurement entities to publish details of approved road contracts, financial valuations, and beneficial ownership information on a centralised e-procurement portal.
