The Ministry of Local Government and Rural Development has directed all Metropolitan, Municipal and District Assemblies (MMDAs) to implement measures aimed at enhancing pedestrian and vehicular mobility during the festive season.
In a memo giving the order and signed by the sector Minister, Hajia Alima Mahama, the Assemblies are also to promote safe, secure and clean environment for trading in the various business districts.
The Assemblies have also been tasked to demarcate designated areas and streets for hawkers from Monday, December 16, 2019, to Wednesday, January 1, 2020.
Also, all markets in the various assemblies are expected to establish a complaints and case management unit specifically to receive and address reports of alleged abuse by the Task Force.
Meanwhile, all the MMDAs are requested to submit the list of the designated areas to the ministry by December 12, 2019.
Below are the specifics of the measures
- Each Assembly must demarcate designated areas and streets as hawkers’ market from Monday 16th December, 2019 to Wednesday, 1st January 2020 between the hours of 05:00hrs and 23:00hrs each day. The streets so earmarked for this purpose should be closed to motor traffic until the season is over. This demarcation should be done in consultation with the Department of Urban Roads, Private Transport Unions and the leadership of Hawkers;
- All streets hawkers should be directed to trade in the agreed demarcated areas and appropriate sanctions should be applied for non-compliance;
- Facilitate formation of Street hawkers Associations to promote dialogues between the leadership of the hawkers and MMDAs to ensure that hawkers carry on their activities without necessarily obstructing pedestrians and vehicular mobility;
- Each Assembly should set up teams to sensitize hawkers on the Dos and Don’ts on the streets and this should include facilitating mobility, safety, security and environmental cleanness;
- Stop the operations of ‘Push Cart’ trading in the central business areas.
- Establish complains and case management units in each Assembly specifically to receive and address reports of alleged abuse by the Task Force;
- Each MMDAs must bulid capacity of their task force;
- The Ministry will collaborate with the Ministry of Interior to support your task by the deployment of officers of the Moto Traffic and Transport Divison (MTTD) and community Police Assistants to ensure safety and security during the Christmas season.
- The Ministry will also set up a dedicated Team within the Urban Development Unit to provide oversight responsibility for implementation of the above interventions.
- All MMDAs are kindly requested to submit the list of the designated areas to this Ministry by 12th December, 2019.
