GES directive illegal, unlawful and unethical – Nat’l council of PTA

The Secretary of the National Council of the Parents Teachers Association in Ghana, Gapson Kofi Raphael, has expressed dismay in the Ghana Education Service over its guidelines on PTAs.

He described the actions by the GES as unlawful and illegal.

The GES has developed new guidelines for Parent Associations, formerly known as Parent-Teacher Associations (PTAs), in pre-tertiary schools in the country.

The guideline prevents teachers from being part of the Association, imposition of fees on students by teachers preventing them from writing exams, and also parents whose wards have completed school must be out of the Association.

However, in an interview with Mr Gapson, he explained that the PTA in Ghana is an autonomous body and takes no regulations or instructions from the GES.

According to him, the Association has its own constitution and does not operate under the GES.

He criticized the GES for not engaging them before the release of the guidelines.

“Even courtesy demands that if you have observed something as a stakeholder within the institutional space of which we are also part, you observed that there is something we can all discuss about, is it not proper you engage us?”

He added, “What the GES did, they acted ultra vires. They didn’t consult us, they went beyond their jurisdictions and protocols. What they have done is illegal, unlawful, and unethical and it will not stand anywhere in Ghana. ”

Raphael admonished members to disregard the guideline by GES as funds generated by the Association are not a public fund

“And we are saying that our members should disregard it because PTA funds are not public funds, PTA funds are not part of the funds that the Director General has been directed.”
