The Ghana Police Service, Immigration Service, and the Judiciary continue to be the top three public institutions most perceived as corrupt, according to the latest survey conducted by Global InfoAnalytics.
In a notable shift, the Electoral Commission—which ranked seventh in April 2025—has now risen to fourth place in the July 2025 edition of the poll.
Despite these rankings, the overall perception of corruption in public institutions appears to be improving. The poll recorded better scores for all listed institutions, indicating a possible shift in public sentiment.
According to Global InfoAnalytics, “On the state of corruption, 60% of voters believe it is improving, up from 56% in April 2025.”
Only 13% of respondents said corruption is getting worse, a slight drop from 14% in April. Meanwhile, 20% felt the situation had remained the same (down from 23%), and 7% had no opinion—unchanged from the previous poll.
Public confidence in the government’s anti-corruption efforts has also seen an uptick. The survey found that 63% of voters believe the government is doing enough to fight corruption, an improvement from 60% in April. Those who think otherwise fell from 26% to 23%.
In a surprising twist, government appointees and the presidency are now perceived to be the least corrupt institutions, according to the July corruption perception index.
The findings suggest a growing optimism among Ghanaians about institutional integrity, even as key entities continue to grapple with reputational challenges.
