Parliament has passed the Road Maintenance Trust Fund Bill, 2025, to establish a dedicated fund aimed at ensuring sustainable financing for the maintenance and rehabilitation of public roads, bridges, and related infrastructure across the country.
The passage of the bill follows long-standing institutional and legal challenges confronting the existing Road Fund, which have hindered the effective financing of routine maintenance and periodic rehabilitation works.
Government has lamented that these challenges have contributed to the rapid deterioration of road networks nationwide, resulting in high vehicle operating costs and worsening road safety conditions.
Speaking on the floor of Parliament on Friday, July 25, Minister for Roads and Highways, Governs Kwame Agbodza, noted that the new legislation not only streamlines the financing architecture for road maintenance but also introduces a robust penalty regime to deal with the misappropriation of funds.
