The Public Accounts Committee (PAC) of Parliament has referred the University of Education, Winneba (UEW) to the Attorney-General and Minister for Justice for the prosecution and recovery of GH₵28 million, said to have been paid illegally to top management of the university between 2020 and 2021.
The amount, according to the Committee, was disbursed as unbudgeted allowances and honoraria outside the approved university budget, with no corresponding documented activities to justify the payments.
Appearing before the Committee on Wednesday, November 5, 2025, the Vice-Chancellor of UEW, Prof. Stephen Jobson Mitchual, disclosed that the university set up an internal committee to investigate the matter and has since made several attempts to retrieve the funds from the former management, but without success.
“Unfortunately, Honourable Chair, we have not been able to retrieve it. These are activities that the auditors have described as illegal,” he said.
