Mahama orders review of NLA–KGL contract

President John Dramani Mahama has directed an immediate review and possible renegotiation of the contract between the National Lottery Authority (NLA) and KGL Technology Limited to safeguard the public interest and ensure value for money.

The directive, issued on December 24, 2025, follows reports published by The Fourth Estate and preliminary consultations with the Attorney-General and Minister for Justice, as well as the Minister for Finance, over concerns arising from the contract arrangement.

According to the directive, the comprehensive review will examine the legal basis, scope, duration and financial terms of the contract. It will also assess revenue-sharing arrangements, fees, commissions, exclusivity clauses and any contingent liabilities to the State.

The review team is further expected to determine whether the contract complies with the Constitution, the Public Procurement Act, the National Lottery Act and all relevant approvals. Other areas to be examined include performance obligations, transparency requirements, data ownership, audit rights and any provisions that may unduly disadvantage the State or limit regulatory oversight.

Pending the outcome of the review, all parties involved have been instructed to cooperate fully and provide unrestricted access to all relevant contracts, correspondence, financial records and operational data.

The Attorney-General, working together with the Minister for Finance and the sector Minister responsible for the National Lottery Authority, has been tasked to set up a joint technical team to carry out the review and submit its recommendations to the President within a specified timeframe.

Where grounds for renegotiation are established, the team is expected to ensure that revised terms improve fiscal returns to the State, strengthen governance and accountability, protect regulatory authority and align the agreement with government policy and international best practices.

The directive was signed by Dr. Callistus Mahama, Secretary to the President, who called for strict compliance with the President’s instructions.
