Judiciary should retain 50–70% of IGF – Justice Bright Mensah proposes

Supreme Court Judge nominee, Justice Philip Bright Mensah, has proposed that Ghana’s judiciary be allowed to retain between 50% to 70% of its Internally Generated Funds (IGF) to enhance its operations and efficiency.

Speaking during his vetting before Parliament’s Appointments Committee on Tuesday, June 17, 2025, Justice Mensah emphasised the need for financial autonomy within the judiciary, while acknowledging the legal framework governing public funds.

“The revenue that we generate is also backed by law that it must go to the consolidated fund, because it is from this fund that the government gets to pay institutions, including the judiciary,” he explained.

However, he argued that allowing the judiciary to retain a significant portion of its internally generated revenue would help strengthen judicial services and reduce over-reliance on central government allocations.

“So, to say that the judiciary should keep 100%, I will not call for that,” he clarified.

“But I will say that maybe about 50 or 70% should be retained as Internally Generated Funds.”
