The government has directed the Ghana Revenue Authority (GRA) to collaborate with the Ghana Union of Traders Association (GUTA) to roll out an intensive nationwide sensitisation exercise on the new Value Added Tax (VAT) reforms, which took effect on January 1.
The directive was disclosed by GUTA President, Clement Boateng, after a meeting with the Finance Minister, Dr. Cassiel Ato Forson. The engagement followed GUTA’s recent press conference on Wednesday, February 11, 2026, where the Association called for the restoration of the 4 percent flat VAT rate.
GUTA has maintained that the current 20 percent VAT rate is cumbersome and difficult to calculate, particularly for small and medium-scale traders, and has therefore rejected the revised structure.
Speaking to Citi Business News, Mr. Boateng explained that although a committee had earlier been proposed, it had not been constituted. However, he said the Finance Minister has now directed that it be set up immediately to address concerns raised by traders.
“The committee that was supposed to be set up couldn’t come on earlier, but the Minister has reiterated that it should be constituted as soon as possible,” he stated.
Mr. Boateng added that the Association has developed a clear roadmap to guide the process. According to him, the sensitisation and education programme will be undertaken jointly by GUTA and the GRA to ensure members fully understand the new VAT regime and its implementation requirements.
“We will embark on a sensitisation and education programme with our members together with the GRA. Any implementation challenges that arise will be channelled to the committee for consideration,” he said.
He further disclosed that the committee has been given up to the end of April to conclude its work and submit recommendations.
“The Minister has given us up to the end of April for the committee to complete its work and submit its recommendations to the GRA, which will then forward them to government for a decision on whether there should be a review or otherwise,” Mr. Boateng explained.
