A new development has emerged in the divorce case involving businessman Richard Nii Armah Quaye (RNAQ) and his former wife, Joana Quaye, following a petition filed by Joana Quaye to the Chief Justice Paul Baffoe-Bonnie and the Judicial Council over the conduct of the trial judge.
The petition concerns Justice Justin Dorgu, who issued final orders in the case on January 20, 2026. The full written judgment, however, was released on April 20, 2026.
According to court records cited in the petition, the final orders addressed issues including property division, child custody, and maintenance. Joana Quaye argues that although the orders were issued in January, the detailed reasoning behind the decision was not made available until after the three-month appeal period had elapsed on April 19, 2026.
In the petition, her lawyers, Dame & Partners, contend that the delay affected her ability to fully assess and challenge the judgment within the appeal window.
The petition further alleges that the sequence of events raises concerns about procedural fairness.
Joana Quaye argues that the judge issued conclusions in the matter before completing and releasing the full written judgment, a process she says undermined her right to a fair appeal.
She also claims the handling of the judgment created uncertainty regarding the basis of the court’s decision and has called for an investigation into whether the delay constituted judicial misconduct.
Joana Quaye is therefore requesting that the Chief Justice and the Judicial Council examine the circumstances surrounding the release of the judgment and determine whether any judicial or procedural breaches occurred.
