Create legal framework to keep NaBCo on track – Minority

The Minority in Parliament is demanding a legal framework to guide the implementation of the government’s Nation Builders’ Corps (NABCo) programme.

According to the Minority Leader, Haruna Idrissu, government must learn from previous experiences with such schemes that did not have legal backing and veered from their core mandates.

Making contributions to the deliberations on budget estimates in the house, the Tamale South MP called for legislation on NABCo as soon as possible.

He suggested that the government considers running the NABCo programme under the youth employment programme to ensure that it stays within its core mandate.

“We cannot be allocating money to an institution for which there is no legal framework. I do not think that, that is legally tenable and that is the way we should go as a country. Our beef is, where the legal framework is governing NABCO, if we don’t have it, let it run under youth employment or at best under the supervision of the Minister for Employment,” he said.

About NaBCo

President Akufo-Addo introduced the Nation Builder’s Corps as an alternative job creation opportunity for the country’s jobless graduates.

The programme also forms part of government’s commitment towards addressing the high unemployment in the country.

The programme, which will be managed by the office of the President, will focus on alleviating shortfalls in public service delivery.

Meanwhile, government has tabled the appropriation bill in the house requesting an amount of GHS 78 billion for the 2019 financial year.

The House has also passed a $3 billion sovereign bond to be issued in 2019.
