Former Railways Development Minister Joe Ghartey has been invited by the National Intelligence Bureau (NIB) for questioning regarding the Accra Sky Train project.
Ghartey, who served from 2017 to 2021, is being investigated concerning the project’s feasibility and financial dealings.
This follows previous reports of other officials involved in the initiative also being questioned.
The Accra Sky Train project, introduced in 2018, aimed to alleviate urban traffic congestion in the capital. In 2019, under Ghartey’s leadership, Ghana signed a $3 billion concession agreement with the Africa Investment (Ai) Sky Train Consortium. However, the project stalled, leading to concerns about its viability and funding.
In 2022, the Ghana Infrastructure Investment Fund (GIIF) disclosed a $2 million investment in the project without returns, as highlighted in the Auditor-General’s report. Ghartey clarified that the payment was made by GIIF, not the Ministry of Railways Development.
He stated, “It is the Ghana Infrastructure Investment Fund that paid the money… if the Minority wants anyone to refund the money, they should tell the Auditor General to ask the Fund to refund the money.”
Ghartey’s appearance before the NIB adds to the list of officials being questioned about the halted project. While it’s uncertain if these investigations will lead to legal proceedings, authorities are examining the financial transactions and decisions related to the initiative.
Ghartey, also a former Attorney General and Member of Parliament, has yet to publicly comment on his NIB summons.
