OSP secures state security support to block persons under probe from travelling

The Special Prosecutor, Kissi Agyebeng, has disclosed that his office now enjoys full cooperation from state security agencies, including the Ghana Immigration Service and National Security, in preventing individuals under investigation from leaving the country.

He said the current level of support marks a significant improvement compared to the lack of collaboration his office faced during the tenure of former President Nana Addo Dankwa Akufo-Addo.

The Office of the Special Prosecutor (OSP) has previously come under public criticism for failing to stop former Finance Minister Ken Ofori-Atta from travelling to the United States despite ongoing investigations into his activities.

Speaking in an interview on The KSM Show, Mr. Agyebeng explained that the situation has since changed, with the OSP now able to rely on key security institutions to enforce travel restrictions.

“Now we can rely on the Ghana Immigration Service to block someone, now we can rely on National Security to block someone [from travelling outside Ghana]. Then, and at the time he  [Ofor-Atta] left, you will call up Immigration, and no one will bother to respond to you. You write to Immigration, and no one will respond to you. That was the situation,” he said.

His comments come as the OSP prepares to press charges against several individuals implicated in the controversial revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML) by the end of November 2025.

Those expected to face prosecution include former Finance Minister Ken Ofori-Atta; former GRA Commissioners-General Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti; GRA officials Isaac Crentsil and Kwadwo Damoa; and Ernest Akore, a former Technical Advisor at the Ministry of Finance.

The forthcoming charges follow months of investigations that, according to the OSP, uncovered alleged acts of corruption, abuse of office, and procurement breaches in the award and execution of the SML–GRA contracts.
