Dr Mohammed Amin Adam, Ghana’s former Minister of Finance, has said the digitalisation drive introduced under the previous New Patriotic Party administration remains the most effective way to improve public service delivery and economic productivity, arguing that technology-driven reforms are a stronger alternative to a state-led 24-hour economy.
In a statement shared on Facebook on Wednesday, May 30, 2026, Dr Amin criticised the government’s flagship 24-hour economy policy, saying that the previous administration achieved major efficiency gains in the public sector through digitalisation initiatives led by Mahamudu Bawumia.
“What the government has to do in the public sector is adopt what the previous NPP government was doing,” he said.
Dr Amin Adam listed several reforms introduced under the NPP government, including the digitisation of passport applications, paperless port operations, driver licensing and vehicle registration services, digital payments for government services through the Ghana.Gov platform, and the integration of national databases.
According to him, the reforms reduced delays, improved access to public services, and limited opportunities for corruption and bribery.
He also cited the digital motor insurance database and the E-Pharmacy platform as examples of how technology improved public access to essential services.
Amin Adam argued that a future administration led by Bawumia would continue expanding digitalisation to improve productivity and create a more supportive environment for private sector growth.
“A Bawumia government will continue with the digitalisation of public institutions and services to ensure the public’s ease of access to government services at all times, improve efficiency and productivity and create an enabling environment for the private sector to thrive,” he stated.
The comments form part of a broader critique by the former finance minister of the government’s 24-hour economy policy, which he described as financially unsustainable and poorly implemented.
