Conflict over service posting system triggered Gyamfi’s exit – Larry Dogbe

The Managing Editor of The Herald newspaper, Larry Dogbe, has alleged that the reassignment of the Acting Director General of the National Service Authority (NSA), Felix Gyamfi, to the Ministry of Finance is rooted in a dispute over competing interests in the management of the Authority’s posting system.

Mr. Gyamfi was reassigned on Monday, September 8, 2025, as part of what sources at the Jubilee House describe as a broader government reshuffle to align key personnel with economic management priorities.

While no official explanation has been provided, Citi Newsroom gathered that the decision was partly influenced by delays in posting new service personnel after an audit of the NSA’s online portal.

Speaking on Eyewitness News, Mr. Dogbe claimed the reassignment stemmed from a clash between Youth Development and Empowerment Minister George Opare Addo and Mr. Gyamfi.

According to him, the Director General had been pushing to maintain the existing posting system but with tighter security to eliminate ghost names, while the minister insisted on adopting a completely new system.

Mr. Dogbe further alleged that the minister’s stance was influenced by a desire to hand the contract for the new system to an associate.

“The presidency will want to take a really good look at this matter again. They should read the reports that have come out of these investigations, or there will be more ghost names. On a lighter note, the ghosts in the previous one are the ones chasing Mr. Gyamfi for more ghost names to enter,” he said.

He recalled that the issue of ghost names had plagued the National Service Scheme in the past, leading to prosecutions during President John Dramani Mahama’s first term.

He warned that without proper oversight, the same problems could resurface.

“Less than 10 years after prosecutions and recoveries, we are still facing the same issue. If we say we want to tighten loose ends and someone insists on bringing in another system without competitive tendering, we are bound to repeat past mistakes. Felix Gyamfi could be moved and Hubtel or any other company handed the contract, but we will be back here talking about ghost names again,” Mr. Dogbe cautioned.
