Explainer: How Ghanaians in the Diaspora and Dual Citizens can acquire a Ghanaian Passport

The landscape for acquiring a Ghanaian passport has seen a massive modernization reset following the government’s official rollout of the new chip-embedded, polycarbonate passports on April 28, 2025.

Designed to meet the International Civil Aviation Organization’s (ICAO) 2030 compliance standards, these highly secure passports allow Ghanaians to use automated e-gates at major global airports.

For Ghanaians living abroad, including dual citizens, acquiring this vital travel document is now a centralized, digital-first process. Here is a comprehensive guide on how to navigate the new system.

Who is Eligible?

You can apply for a Ghanaian passport abroad if you:
• Are a Ghanaian citizen by birth, registration, or naturalisation
• Have not renounced your Ghanaian citizenship
• Can provide verifiable proof of Ghanaian nationality
This applies to:
• First-time applicants
• Passport renewals
• Replacement of lost or damaged passports

Special Note for Dual Citizens

Following the landmark Supreme Court ruling in Asare v. Attorney General, dual nationals are recognized as “citizens by operation of the Constitution”. This means you are not mandatorily required to possess a Dual Citizenship Certificate or Card to apply for a Ghanaian passport, provided you can supply primary proof of your Ghanaian citizenship.

However, dual citizens should note the “1996 Rule”: anyone who did not hold primary Ghanaian citizenship as of December 31, 1996, does not qualify for dual citizenship registration and is advised to apply for a “Right of Abode” instead.

Step-by-Step Application Process

1. The Ghana Passport Online Portal: The process begins exclusively online at the Ghana Passport Online Portal (passport.mfa.gov.gh). Applicants must create an account using a verifiable email and phone number to receive a secure one-time password (OTP).

2. Gather Guarantors and a Professional Witness: You cannot complete the application alone. You must provide:
• Two (2) Guarantors: These must be individuals 18 years or older who have known you for at least two years. They can be relatives, and they assume legal liability for expenses if you require repatriation.
• One (1) Professional Witness: This individual must be a recognized professional (e.g., lawyer, medical doctor, senior civil servant, or police officer) who has known you for two years and resides in your host country. They cannot be one of your guarantors.

3. Digital Fee Settlement: Cash payments at diplomatic missions are strictly prohibited. All passport fees must be paid online via debit or credit card.

4. In-Person Biometric Capture

Once fees are settled, you must book and attend an in-person appointment for biometric capture. Depending on your location, this will be at a Ghanaian Embassy, High Commission, Consulate, or a designated third-party VFS Global enrollment center (such as those in Chicago and Los Angeles in the USA). You must bring all original supporting documents for vetting.

5. Processing and Issuance

After biometric capture, applications are transmitted to Ghana for processing under the MFA’s passport system.

Processing times vary depending on: application volumes, verification requirements and passport type requested. Once ready, passports are returned to the mission for collection or dispatch.

6. Post-Issuance Courier Delivery

Missions no longer support in-person collection. Applicants must provide a self-addressed, prepaid, and highly traceable return envelope (e.g., Royal Mail Special Delivery in the UK, or FedEx/UPS in North America) during their biometric appointment.

The Ghana Card Integration

A major update in the current regime is the integration of the Ghana Card. For first-time adult passport applicants living abroad, the Ghana Card is now a primary, mandatory requirement. If you do not have one, you can register for it online (register.nia.gov.gh), complete a virtual interview with a Commissioner for Oaths, and capture your biometrics at your local diplomatic mission. Additionally, dual citizens can now use a valid Ghana Card for visa-free entry into Ghana.

Q: How much does the new chip-embedded passport cost?
A: Processing fees vary globally based on currency and mission. Standard 32-page booklets are priced at $130.00 in the USA, plus an additional 90.00 VFS service fee. In Canada,the fee is CA177.00. In the UK, it is £110.00 for standard processing, and in Germany, it is €200.00.

Q: What is the processing time for applicants in the diaspora?
A: While applicants inside Ghana enjoy a 15-day turnaround, diaspora applicants should expect a processing period of 6 to 8 weeks following their in-person biometric capture.

Q: Can I apply if my passport is lost or stolen?
A: Yes, but it requires a more rigorous and expensive process. You must provide a police report from your host country, a sworn affidavit, and an original Ghanaian birth certificate authenticated by the Ministry of Foreign Affairs. Replacement fees are higher, such as 250.00 in the USA or CA 330.00 in Canada.

Q: Do I need to bring printed passport photos to my appointment? A: No physical photos are required. You must upload a digital photo (PDF or JPEG) taken against a white background during the online application, and a new photo will be captured live at your in-person appointment. Note: Applicants are strongly advised not to wear white clothing or large decorative headgear/eyewear for their appointment.

Q: Can I get a refund if my application is rejected or withdrawn?
A: No. In line with statutory directives, all Consular and passport fees are strictly non-refundable once paid.

Q: What if my passport is lost abroad?
A: You will need a police report, affidavit, and additional verification documents before applying for a replacement.

Q: Is it legal to pay someone to speed up the process?
A: No. The MFA cautions that using unauthorised agents is illegal and risky.
