MDAs risk sanctions for skipping APR review – Economy Committee

The Economy and Development Committee of Parliament has warned Ministries, Departments and Agencies (MDAs) that fail to appear before it for the review of the 2025 Annual Progress Report (APR) that they risk sanctions and may be deemed to be avoiding accountability.

The Committee said the engagement is aimed at assessing the performance of public institutions, examining budget utilisation and evaluating measures being implemented to improve service delivery across the country.

The warning comes after the National Development Planning Commission (NDPC), in its assessment of Ghana’s development progress in 2025, highlighted some economic gains but also pointed to persistent challenges including youth unemployment, poor maternal health outcomes and gaps in public service delivery.

Chairman of the Committee, Eric Afful, said the review process will provide an opportunity for MDAs and Metropolitan, Municipal and District Assemblies (MMDAs) to account for their performance and the use of public resources.

He added that all invited institutions are expected to cooperate fully with the process, warning that failure to honour invitations or provide the required information without justification would attract consequences.

“The committee will use the findings of the APR to engage all relevant institutions on their performance, achievement, challenges, budget utilisation and the measures being taken to improve service delivery. Failure without cause to honour the committee’s invitation or to provide required information will be viewed as seriously inconsistent with the standards of accountability, transparency and responsible governance that underpin the government’s resetting agenda,” Mr. Afful stressed.

Meanwhile, Ranking Member of the Committee, Kojo Oppong Nkrumah, raised concerns over worsening outcomes in Ghana’s health sector, particularly neonatal mortality.

According to him, the review of the APR will provide an avenue for institutions responsible for health interventions to explain why increased investments have not translated into improved outcomes.

“Neonatal mortality is getting worse in Ghana. It is in the report. This is the committee where they have to come and answer questions. When you took the money to go and reduce neonatal mortality, have you succeeded or have you failed? Because if after taking the money for neonatal mortality, it has gotten worse, then we don’t care about the number of CHPS compounds you have built, but the outcome. This is where it happens,” he added.

The Committee is expected to continue its engagements with MDAs and other public institutions as part of Parliament’s oversight responsibility over the implementation of national development plans.
