I’m not against Courier Licence crackdown – Sam George clarifies

The Minister of Communications, Digital Technology and Innovation, Samuel Nartey George, has explained that the recent suspension of the enforcement action against unlicensed delivery riders was due to insufficient engagement with stakeholders.

The enforcement, led by the Postal and Courier Services Regulatory Commission (PCSRC) and the Ghana Police, was aimed at ensuring all courier operators — including individuals — were properly licensed under existing laws.

While acknowledging that the PCSRC is legally mandated to regulate the courier and logistics sector, the Minister said the manner in which the exercise was carried out lacked the necessary consultation.

“As ministry having oversight over PCSRC, we fully endorse the regulation and licencing of the space. So that is not in question. However, it appears as though the enforcement of the licencing has happened in a manner that does not suggest sufficient engagement with stakeholders,” George said.

He explained that this lack of consultation was the reason for the directive to suspend the enforcement.

“That is why the ministry has directed they suspend the implementation, and I have called for stakeholder engagement,” he added.

A stakeholder meeting has been scheduled for September 2, bringing together courier companies, one-man operators, the PCSRC, its board, the Ministry, and other players in the postal and delivery sector.

“We need to have a conversation that the law must be implemented in a serene manner and that is simply what we are going to do,” the Minister stated. “So it is not to say that there will be no regulation.”

The Minister reiterated the government’s commitment to law enforcement but emphasized that it must be carried out fairly and with broader input from affected parties.
