The Municipal Chief Executive (MCE) for Kpone Katamanso, Samuel Tetteh Quarshie Morton, has attributed the persistent poor road conditions in the municipality to legal limitations that prevent the Assembly from directly mobilising funds from major companies operating within the area.
His remarks follow growing concerns from residents and road users over the deteriorating state of roads in the municipality and the heavy vehicular traffic, particularly during rush hours.
As a result, residents have repeatedly called for urgent intervention to ease congestion and improve road safety in the rapidly developing industrial enclave.
According to Mr Morton, although Kpone Katamanso hosts some of the country’s most strategic and large-scale investments, the Assembly is legally restricted from directly engaging these companies to finance road infrastructure.
Speaking on the Citi Breakfast Show on Friday, February 13, 2026, the MCE said: “I have all the most strategic and big investments within my area, but the tenets of our laws will not allow us, as an Assembly, to go to them, collect money to fix our roads, as we would have wanted.”
He contrasted Ghana’s governance structure with that of more advanced countries, where local authorities have greater autonomy to collaborate directly with major establishments to address infrastructure deficits within their jurisdictions.
“In other advanced countries, provinces are on their own, so they sit with the huge establishments to make sure that basic amenities within the municipalities are all solved. But ours are not like that,” he added.
The MCE revealed that the municipality’s road challenges have persisted for more than nine years.
However, he noted that after he assumed office, the President visited the area, leading to the execution of major projects last year.
Mr Morton expressed optimism that ongoing interventions would address the road challenges within a defined timeframe.
“So, the timeline we are looking at is about 24 months. We are hopeful that within the two-year period it will be done,” he said.
