Ato Forson presents GH¢1 dumsor levy utilisation report to Parliament

Finance Minister, Dr. Cassiel Ato Forson has laid before Parliament a detailed report on the utilisation of proceeds from the GH¢1 fuel levy imposed on petroleum products for the 2025 fiscal year.

The presentation follows growing demands from the Minority Caucus for transparency and accountability regarding the use of the levy, particularly amid recent intermittent power outages recorded in parts of the country.

Speaking in Parliament on Tuesday May 26, Ato Forson explained that the report outlines how revenue generated from petroleum-related taxes, especially funds earmarked for energy debt recovery, had been utilised by the state.

“The details are in the report and have accordingly been presented to the committee for deliberation, and when the committee invites us, we will go and present the details,” he stated.

The levy, widely referred to as the “Dumsor Levy,” was introduced by government as part of efforts to generate additional revenue to help settle mounting debts within the energy sector and support stable power supply across the country.

Its implementation, however, sparked public debate and criticism from sections of the opposition and consumers, who questioned the timing of the tax increment and demanded greater accountability in the use of the funds.

Meanwhile, Dr. Ato Forson also announced to Parliament that Ghana has attained a moderate risk of debt distress while presenting the country’s 2025 Annual Public Debt Report before the House.
