ECG private sector participation to begin by 2027 – Theo Acheampong

A Technical adviser at the Ministry of Finance, Dr Theo Acheampong, has disclosed that the government’s planned private sector participation in the Electricity Company of Ghana (ECG) is expected to commence by early 2027 as part of ongoing energy sector reforms.

He explained that the initiative, being driven jointly by the Government of Ghana and the International Monetary Fund (IMF), is aimed at addressing persistent commercial and technical losses within ECG while improving efficiency in electricity distribution nationwide.

“The private sector participation under ECG will happen. End of year going into early next year,” he stated on Joy FM on Saturday, May 16, 2026, underscoring government’s commitment to pushing ahead with the reforms despite opposition from organised labour.

Dr Acheampong stressed that the arrangement will not amount to full privatisation or an outright sale of ECG, but will instead be implemented through public-private partnerships and concession models designed to enhance operational performance.

Meanwhile, former ECG Managing Director Samuel Dubik Mahama has highlighted operational challenges within the company, noting that under the cash waterfall system, only a portion of revenue collected is retained by ECG, with significant deductions covering salaries and other operational costs including fuel, healthcare obligations and maintenance expenses.
